There's no law to prohibit eating foods while walking around. It's probably just a rule/regulation in the commercial area. For beautifying the town and reducing the overall amount of garbage. There used to be a lot of trash boxes in parks, buildings and even on train platforms, but they've been completely removed since the 1995 chemical gas attack in Tokyo.
