Oyama Station is a 5-minute ride from Ikebukuro Station on the Tobu Tojo Line. From the south exit, the arcade stretches for 560 meters in the direction of Kawagoe Kaido. With the concept of “lifelong companionship,” this shopping street is full of energy despite the changing times, attracting not only locals but also shoppers from all over the country.
Happy Road Oyama was founded in 1978. It was created when the Oyama Ginza Shopping Street Promotion Association and the Oyama Ginza Bikan Street Cooperative Association merged, in response to the transition from the high economic growth period to a period of stable economic growth and the opening of Sunshine 60 in Ikebukuro. At this time, the two shopping streets were connected by an arcade, and in 1983, the name “Happy Road,” which had been used as a nickname until then, was adopted as the official name of the shopping street, and it became the current “Happy Road Oyama Shopping Street Promotion Association.”
The arcade is lined with about 220 stores, including restaurants, household goods, fashion, and various services, and the number of visitors per day is about 30,000 people at its peak. The arcade extends right from the station, so you can enjoy shopping without worrying about the weather. Why not take a casual stroll down Happy Road Oyama?
The arcade was completed in 1978 by the shopping district promotion association as a major attraction to attract customers. However, in 2015, the Tokyo Metropolitan Government decided to develop the urban planning road “Auxiliary Route 26.” The promotion association, which owns the arcade, decided to cooperate with the development and demolish the 180-meter section where the prefectural road crosses. The first phase will begin in April this year, with 68 meters of this section to be completely removed by the end of September. The demolition date for the remaining section has not been decided.
Although the metropolitan government aims to complete the prefectural road in fiscal 2025, many residents are opposed to being evicted, and the land acquisition rate required for development is only 51% (as of the end of March last year). The budget execution rate is also less than 30%. With no end in sight for the completion of the prefectural road, some shop owners are opposed to the preemptive demolition of the arcade, and in March this year they filed a petition for provisional injunction in the Tokyo District Court seeking a halt.
