平洲歷史久遠，唐代逐漸形成鄉村和圩市。
清代，為平洲堡，屬五斗口司轄。
民國時期，稱平洲鄉。
中華人民共和成立初，仍為平洲鄉，屬於第三區。
1950年5月，屬三區分置的第六區。
1953年4月，平洲、三山、林岳、海中、海南等鄉從六區分出為十四區。
1954年10月，改稱平洲區。
1958年9月，為平洲人民公社；同年10月與蟲雷崗人民公社合併為上游人民公社。
1963年，再改稱平洲人民公社。
1983年底，撤公社仍稱平洲區。
1985年2月，平洲區改稱平洲鎮。
1985年7月，南海縣新置桂城區，從平洲區分5個鄉（東二、東約、南約、西約、北約）歸桂城管轄。
1986年，再從原平洲區劃入3個鄉（石石肯、疊南、疊北）。
1987年2月，桂城區稱桂城鎮。
1992年9月，桂城鎮改稱桂城街道。
桂城街道文物古蹟有李氏古墓碑、明陳俊墓、南昌亭、華佗古廟、娥眉坑西坑崗漢墓群、夏東孔溪四方古亭、平洲三山三眼橋等。
桂城街道因靠近昔日佛山望族「桂園李氏」的聚落而得名。
桂城街道轄區內的著名人物有反抗元朝黑暗統治的農民起義軍領袖邵宗愚，明朝宰相、太子太師梁儲，推行「一條鞭法」的明代賢臣龐尚鵬，武術大師黃飛鴻的高徒林世榮，熱心 助賢善葬黃花崗七十二殉道者的江孔殷等。

Pingzhou has a long history. During the Tang Dynasty, villages and towns gradually formed.
In the Qing Dynasty, it was Pingzhou Fort, under the jurisdiction of Wudouukou.
During the Republic of China, it was called Pingzhou Township.
At the beginning of the founding of the People’s Republic of China, it was still Pingzhou Township and belonged to the Third District.
In May 1950, it was the sixth district divided into three districts.
In April 1953, Pingzhou, Sanshan, Linyue, Haizhong, Hainan and other townships were divided from six districts into fourteen districts.
In October 1954, it was renamed Pingzhou District.
In September 1958, it became the Pingzhou People’s Commune; in October of the same year, it merged with the Chungleigang People’s Commune to form the Upstream People’s Commune.
In 1963, it was renamed Pingzhou People’s Commune.
At the end of 1983, the commune was withdrawn and still called Pingzhou District.
In February 1985, Pingzhou District was renamed Pingzhou Town.
In July 1985, Nanhai County newly established Guicheng District, and five townships (Dong Er, Dong Yue, Nan Yue, Xi Yue, Nao Yue) were separated from Pingzhou District and placed under the jurisdiction of Guicheng.
In 1986, three townships (Shishiken, Dienan, and Diebei) were divided from the original Pingzhou District.
In February 1987, Guicheng District was called Guicheng Town.
In September 1992, Guicheng Town was renamed Guicheng Street.
The cultural relics and historic sites in Guicheng Street include the ancient tombstone of the Li family, the tomb of Chen Jun of the Ming Dynasty, the Nanchang Pavilion, the Huatuo Ancient Temple, the Hanggang Han Tombs in the West of Emeikeng, the Sifang Ancient Pavilion in Kongxi in Xiadong, and the Three Mountains and Three Eyes Bridge in Pingzhou, etc.
Guicheng Street is named after its proximity to the former settlement of the famous Foshan family “Guiyuan Li Family”.
Famous figures within the jurisdiction of Guicheng Subdistrict include Shao Zongyu, the leader of the peasant uprising army who resisted the dark rule of the Yuan Dynasty, Liang Chu, the Prime Minister and Crown Prince of the Ming Dynasty, Pang Shangpeng, the wise official of the Ming Dynasty who promoted the “one whip method”, Lin Shirong, the disciple of the martial arts master Huang Feihong, and the enthusiastic Jiang Kongyin and others helped bury the seventy-two martyrs in Huanghuagang.
