この場合、中国での発着空港は変わらないですが、トランジットビザ免除で、中国に入国することは可能でしょうか?

日本→北京首都国際→アルマトイ(カザフ)と行く予定があるのですが、日本から北京までがエアチャイナ
北京からアルマトイまではエアアスタナと別の航空会社になるため、バゲージスルー不可。
北京首都国際空港ではT3に到着して、次のフライトはT2から出発。
乗り継ぎ滞在時間は11時間弱となっています。
そのため、荷物を一度受け取る(=入国の扱いになりますよね)
そしてターミナルチェンジのために空港を出るのですが、T3からT2に移動するだけですのでホテルなどにも泊まる予定はありません。
