I took the early Shinkansen from Tokyo to Nagoya to join this tour. The bus was full, tour guide was capable and gave us ample time to explore each place.
Also told us which restos to go to and where to get souvenirs.
IMO it was better to join a tour since buses here (Gifu) only had several sched per day. The viewing area overlooking Shirakawago was also closed for private vehicles, but (tour) buses got thru. If you commute and hike the hill (by foot), then yes you can enter.
